I think I just got a handle on a tricky part of the game content. (To wit: the consequences of turn 3 depend on what proposals they pick to solve the problem, and it's not whether the proposals address the problem partially or fully, as I'd been thinking; it's whether they address the underlying problem or the economic consequence.)

Latex paint fumes filling the hallway (but not my office) aside, it's somehow always surprising to me effective it is to think about a tricky problem while moving around instead of sitting still.

It seems possible to me that in the hunter-gatherer brain we have, being in motion might cause certain parts of the brain to become more active as you would be moving into possible attacks of opportunity, and different types of solutions might be needed.

That's a very interesting idea!
